Ok I have two friends linked to my account since the new program started. How and when do we get the free levels. We have leveled to 13 together and my other friend has leveled to 16. I don't see any option for me to use levels though.

As the others have said, Defrem, only characters on the recruited accounts are able to grant levels to characters on the veteran account. They earn 1 level to grant for every 2 levels they gain on the RaF account.

They can only gift levels to characters on the veteran account that are below their current level. The gifted levels can not be given to any character level 60 or above.
