Recruit a friend level giving question

I'm just curious if your friend can level 1-3 and you can add a level to any character you have? Say, they level a character from 1-3, and you give your level to a level 59 to reach 60. Or does it not work that way?

Also, do all of your characters get a Zhevra, or only one?

A character is only able to grant levels to lower level characters on the veteran's account. If your friend were to level from 1 to 3, he would only be able to grant a level to either a level 1 or level 2 character.

One character per referral receive a Zhevra.

If your "friend' levels a character to 60, they will have 29 levels to grant any of your characters. They can give all of those levels to one character, say a level 31 and get them all the way to 60, or they can distribute those levels to multiple characters.

In the case of your second question, a level 40 character would only be able to grant a level 35 character 5 levels, because only one level is granted at a time. Once the level 35 character dinged 40, the other level 40 would no longer be able to grant them levels until they themselves leveled higher.
