What is blizzards position on giving feedback about the changes in BETA?

I keep seeing "its only BETA" replies to threads where people post their (valid?) concerns about the proposed upcoming changes. I know I've posted some concerns about the possbile rogue changes and had the thread inundated with a flood of "BETA!BETA!BETA!".

When is the right time to post concerns? And are these forums the place for it? (I dont have a beta invite, so I cannot post on the Wotlk forums)

Constructive feedback based on actual experience with changes is generally given more weight than first blush reactions to changes or possible changes without hands on experience with it.

If any of us say "it's only in beta" it's generally meant as a reminder that things are still changing and everyone should keep that in mind as they are giving their feedback.
