Zephyr is a mob that chills in Worlds End Tavern in Shatt. Her purpose is to teleport players to Caverns of Time once they reach revered with Keepers of Time.
However she has recently been removed from the game
I believe she was not in the original tbc until a later patch, but if we could #somechanges this, nobody wants to spend 10 minutes in travel to caverns of time

Haris Pilton, Zephyr, and Cooking and Fishing dailies will be available from the beginning, as they do not directly or largely impact player power.
It would appear she was erroneously removed. Haris Pilton is still there.
