Veteran Grant Levels

Okay, I have a question.

I have heard everywhere all over the internet that only the RaF account can grant levels.
Me and my friends had recently done this whole RaF account buisness.

One of my friends recruited someone who ended up buying the full version of the game,
including BC. Apparently as far as what I've heard they made two characters to 59, and made
two alts to 29. Apparently the veteran account was able to grant levels to the RaF account and they
said it was both ways. Now this goes against the actual rules of the RaF program. I am wondering if
maybe there was a miscommunication between my friends or if the RaF program has changed
at all to allow veterans to grant?

Quick rundown on level-granting ropes and restrictions:

1) Levels may only be granted to characters on a veteran account by characters on a linked recruit account
2) Levels may only be granted to characters of the same faction and on the same realm
3) Levels may not be granted to characters over level 59
4) Levels may not be granted to characters of equal or higher level

I'm not certain what transpired between your friend and his or her recruit account, but I assure you that only recruit characters are able to grain "grantable" level and only veteran characters are able to receive them. Must be just a bit of miscommunication. :)
