Limitations on the refer a friend free levels

Are there any limitations on the "Grant a Level" through the refer a friend system that aren't listed? I was using these levels today and was suddenly unable to give a character any more free levels, even though I should have quite a few more to grant. This character isn't level 60 yet (it's only 46 now, it was 17 when I started granting levels) so that shouldn't apply.

Am I missing something? Are there some limitations on the "Grant a Level" that I'm missing? I'd really appreciate a blue response on this if possible.

Hrm, I'm sorry if this was confusing at all, but hopefully we can lend some clarity to this situation.

The other character must be lower level than the character granting the levels. Would the last level you grant raise the target character to a higher level than the character you are attempting to grant the levels from?

This is wholly correct, yes. The 300% experience bonus should terminate at level 60 as well.
