Which I also interpret as, the people who stop the odd 1-2 player strikes on towers and GY's are no longer capable of earning the honor they deserve. Players that defend the towers and whatnot are contributing to a bonus 20 honor per tower or GY.
However these new anti-afk measures mean if it takes the opposing player a couple mins to run back to your defending point, you are in danger of losing honor due to "That guy" that just reports anyone he sees not on the frontlines.
Personally I enjoy staying defense and stopping the attacks on GY's and towers. I now fear that I will lose mid-game honor points because people 'think' I'm AFK, or not benefitting the game.
