My friend and I are the exact same level, and have been for the entire time we've been leveling up.
So anyway, we hit 60 today.

My question is this:
Does the triple XP bonus stop when you hit 60? Or does it continue all the way to 70?

Other than the ability to grant levels to lower level players, all bonuses granted by the Recruit-a-Friend promotion will stop at level 60.

Okay, I'm confused.

Say I am leveling a toon with a friend. I don't use any of the level grants for one of my friend's lower level toons. Now, when the toon that I level hits 60, do I lose the ability to grant levels from that toon, or do I just stop accruing levels?

IE, if I level a toon to 70, can I still give 29 free levels at 70 or do I have to do it at 59 or risk losing the ability?

You stop accruing levels. You can still give levels to a character on the veteran account until the recruit a friend link expires in 90 days or you transfer the character.
