Given that I'm from the Pacific Northwest, I figured I'd link you a couple of places you might be interested in for your significant other. Feel free to skip this over. :D I take no offense. I keep getting kicked off the net, so I can't play right now.
Ocean Shores, WA: http://www.quinaultbeachresort.com/virtual-tours.html I'm not too sure of harbors nearby, but the hotel itself is looks very nice and is indeed on the beach.
Seattle, WA: There are plenty of nice hotels in the city, but there doesn't seem to be a huge selection of those by the water. Even then, it overlooks Lake Washington, so ocean storms are an unlikely sight. I'm particularly biased about this one, but http://www.acehotel.com/seattle/index.html is one I prefer. My significant other and I stayed there when he came home for mid-tour leave from his first Iraq tour. I found them through the book eat.shop.seattle. http://www.acehotel.com/seattle/index.html is the room we stayed in. You might see the attraction to it.
There are bunches of luxury hotels there (of course) but they're quite pricey. Worth the monies though. A few I still want to check out are the Alexis, the Andra, and the Warwick Hotels. They're so pretty.
We don't see thunderstorms out here all that often, at least not during the summer like normal places do. I wonder if it's the mountains. /shrug. You may well have better luck hitting up New England. My sister spends time every year at Martha's Vineyard with friends, although you can probably catch a good thunderstorm just hanging out at the Jersey shore. (NJ being where I'm from).
Anyway, just food for thought.

I know the game was released a while ago, but I bought it today on a friend's recommendation, and I can't put the dang thing down! I started playing it around 9:00PM tonight, and now it's 2:00AM and here I'm thinking... "Just one more battle, then I'll go to bed!". They should put a warning label on this thing. :(
