Was Arthas evil or reckless?

I've been wondering about this for a while now, was pre-Frostmourne Arthas slowly becoming evil or was he corrupted ONLY after he took the sword? Events like Strat and killing the mercenaries that fought for him makes me think that he was well on his way to falling without Frostmourne.

But then again before he took the sword he claimed he would give anything for his people. Was his zealous devotion pure in nature or was it slowly being influenced by a desire for power?

"The path to hell is paved with good intentions," has always been my take on him. He made poor decisions along the way and was manipulated until any small character flaw he had was twisted and used against him. Evil has a way of slipping into the cracks in character and filling it in and eventually, taking control.
