RAF - Grant a Level

Is the 'Grant a Level' portion of the RAF also within 4 levels?

Or can I level up 2 toons to 60 then grant free levels to my level 20?

No, it should work regardless of distance and level. If it didn't work for you, you might want to swing by the Bug Report forum.
