RAF quest experience exploit?

I was just curious as to whether or not this would be considered an exploit....

Account A sets up a RAF trial account for himself to multibox on. This will be Account B.

On Account A there is a level 30 character, which the player wants to level up. He creates a new character on Account B and groups with the level 30 character on Account A.

He completes, but does not turn-in (yet) several quests on Account A. He then goes to the quest NPCs, summons his level one on Account B, and then turns in all the quests on Account A - and receives 300% experience for those quests.

From what I've read, the characters need to be in range of eachother and the quest needs to be at least green to both characters. This doesn't seem to be the case.

I supposed this would work, Obnnoticus, but for a very limited time. You will quickly out level the level one and I honestly don't know how the turn in will work if the quest is so far out of range of the other character.

I really don't understand all the creative things people are trying to do, you level obscenely fast as it is. Just group with a character on the other account that is your level.
