In order to keep the Blizzcon rewards in line and fair, the "Polar Bear" should be a 60% mount speed. This mount will then follow the footsteps of the Turtle.

Q u o t e:
And of course, a new BlizzCon brings with it a lovable murloc to welcome into your heart--but murlocs don’t always come alone. This one has developed a taste for speed, and sits astride an exclusive polar bear mount, waving a BlizzCon flag. It’s the perfect way to cruise Northrend in style.

To validate this, one must look at the previous swag. First, the murloc egg. Non combat pet, not game altering or too visible, and not seen often as it is a chore to pull back out. Second, the Murloc Suit. Probably one of the least favorable items, as the suit cannot be used in any situation other than for show in a capitol city. So far, these items are not frequently useable in the World of Warcraft.

This is why the mount should be 60% speed. Yes, the murlocs have a taste for speed, but giving a game changing free mount is out of the question. This is a novelty item, not a suitable substitute for an epic mount.

Why am I saying this? Blizzard has never confirmed the speed of this novelty item, and what makes everyone think that it will be a substitute for a common mount? Also, following Blizzard's plans for Polar-esque mounts in Northrend, there are Armored and Unarmored. Armored are 100%, and Unarmored is 60%. The mount pictured in the swag preview is not armored. This might possibly mean that the mount will not be as good as some people thought.

Q u o t e:
Model previews show several versions of a polar bear mount, from what look like ordinary bears (60% speed increase) to armored bears (100% speed increase) to... double passenger armored bears! Don't ask about the goggles, though.

The bear moves at whatever speed your riding skill accomodates.
