Grant a Level not working?

My cousin recruited me, and we have been leveling together. We're enjoying the hell out of this new Recruit a Friend system. Summon works, triple exp works, but the only thing that we're having problems with is Grant a Level. I made a level 1 alt and he's level 29. I summoned him to where my level 1 is, and he tried granting me levels but it wasn't working.

Wtf?

Ahhhh man I can only level him up? That's lame =\.
