My R-A-F experience bonus not working right?

Hey there guys,

I'm currently dual box leveling two characters (like many other players) using the new R-A-F program to gain increased experience.

However, just recently, I turned in two quests on both characters. One character received the proper 3x XP bonus, the other (the one who turned in after) did not.

If it helps any, the character who turned in first leveled up by turning them in. The second character (at that moment 1 level lower) turned in the two quests as well, did not receive the xp bonus, and thus did not level up.

Any word on this?

You also have to be near each other to receive the triple XP, even for quest turn-ins.

Not true. Triple XP won't be awarded to a character only if the character's level makes a quest or kill trivial (read: gray) instead of green, yellow, orange, or red. Or, of course, if they're above level 60.
