I believe all-caps are commonly used in legal writing to "bold" important sections of text, although I'm not exactly sure of that. Since the text may have to be transmitted in plain text there's no way to actually bold the text, so all-caps was probably adopted as the standard. That's just my guess any way, I've seen it before in other legal documents before though.
