I was questing in Felwood earlier this week, and I was doing the Further Corruption quest. I kill Xavaric, no flute, I ignore it and think "well maybe he just didn't drop the flute" so I continue killing the other mobs for the quest and going back and rekilling Xavaric every time he respawns. I ended up killing him about 6 times and I never got the flute once.
