I believe it was Nethaera that confirmed there would be a patch putting talents in before the expansion is released. They do this to lighten the load and spread out the downloads and patches a bit and because people that do not buy the expansion will still need the rearranged talent trees.
That said, I believe our candle also stated in the same post that they intend to release that patch much closer to Wrath's launch than they did with Burning Crusade.
We haven't stated this as of yet, so it wasn't me. :) I have said that it is a possibility much like Burning Crusade, but I can't confirm this for you at this time. When the time comes, we'll be letting everyone know more details about our plans.
