They are unique of all the shoulder enchant items in the game in that the item the are used on does not soulbind to the user. In other words, they act like Spellthread or Leg Armors, not like normal shoulder enchants.
This allows them to be used for twinking purposes. However, there has been some mix ups between these and the aldor/scryers enchants, which have been used for twinking through various latency-related exploits in the past (all of which have been fixed in patches now).
I have a question, and a request on behalf of the twink community:
Question: Are these legal to use on any character? I understand the reasons for why enchants that were obtained through exploits are not allowed, mainly because they are not allowed by game mechanics. The enchants obtained in Naxxramas however do allow use on lower level characters through standard game mechanics.
Most GMs have confirmed this view, with one known exception to date <Edited out screenshots to protect the "innocent">. To summarize, one GM removed the enchants from a lvl 19 twink's shoulders, claiming "a level 19 would OWN with that enchant".
I don't much care about the way the GM conducted himself in this encounter. I'm more worried about the waste of the time and effort to obtain an enchant that for all intents and purposes is "legal", and then having that deleted.
Which brings us to my request: I would request that one of two things be done. Either modify the functionality of the Naxxramas shoulder enchants to soulbind an item on enchant. Or, please educate GMs in the differences between exploits and Naxx enchants, and keep them from destroying items that (regardless of their "legality") took many hours to obtain. The average going price for these is 2000 gold, or at least winning a roll after killing Sapphirion, a difficult thing to do considering how few people are interested in running Naxx at the moment.
I don't know the practicality of getting information to all GMs out there, but any way of countering the confusion out there would help. Also, apologies if this isn't quite the right forum to inquire about this problem, but I figured GM knowledge and activities come under the heading "customer service". ;)
