Why does it cost 7000 JP for an heirloom?

For example, if I want the Scholarly Headmaster's Charge which scales to level 85, I first have to purchase the Dignified Headmaster's Charge for 3500 JP then turn it in with an additional 3500 JP. Why?

Currently on the 5.3 PTR, the amount of Justice Points, Honor Points, and Darkmoon Faire tickets needed to upgrade heirloom items has been reduced by 60%.
