Do you still have to cast two different ranks

Do you still have to cast two different ranks of windfury when dual wielding? For example do I still ahve to cast Rank 3 WIndfury on my mainhand and Rank 2 on my offhand to get them to proc?

I'm going to be inquiring about this topic in a meeting today, so I'm hoping I can get some more definitive statments on whats happening with this and/or ideas from the devs about what they intend and how they may approach it.
