Can I bring back deleted characters?

I left wow and deleted my characters to get rid of the temptation to come back. However with a new job that keeps me awake when everybody else is at work I now have nothing to do 5 days a week and am interested in coming back. Is there a way to retrieve my old characters or am I sol?

Also I am interested in making another account and transferring some of my characters onto it. I know there are certain restrictions for transferring characters between accounts but did not quite understand what they were when I read them. Will somebody please clarify what has to be the same between the accounts?

I'm unable to guarantee a restoration, but you're welcome to submit an in-game petition requesting that the deleted characters be restored. Please include the character names and realms in the petition and a member of the Game Master staff will assist you as quickly as possible.
