Server Transfer Question

I am aware that if I transfer a character to another server, I have to wait 90 days to transfer that character again. So my question is:

If I buy another account, upgrade it to TBC and transfer one of my characters to that new account, if I choose another server in the "Destination" part (I have transfered characters before and remember being able to choose another server in the same page I had to type the Destination Account) will that also count as a server transfer as in I wont be able to transfer him to another server again in 90 days?

Should you transfer a character to a new realm and account simultaneously (which is definitely possible), doing so will reactivate a 30 day cooldown for the character, preventing it from moving via any transfer type for the listed duration.
