Level requirements for the Festival?

Having trudged thru last years events attempting to get the crown I discovered halfway thru that the remainder of the quests required level 10+. Are the same limitions in place? If so no real reason to do the same tired content this year.

First, my friend, the Midsummer Fire Festival has been revamped; there is a great deal of new content and very little "same tired" content to worry about. ;)

That said:

The Torch Tossing/Catching quests have no minimum level requirement.
The Honoring/Desecrating of fires has no minimum level requirement.
The lore questline that opens up a daily for blossoms has a minimum level requirement of 16 due to the nature of the quest series.
The stealing of flames in the capitals maintains its minimum requirement of 50.
The Ahune quest has a minimum level of 65.

Does that about cover it? :)

Completely correct, yes. :)

EDIT: Oh, and Flimflam, provided you can enter Slave Pens and meet all the criteria for getting loot on a boss per normal (are present, don't release if you die, etc.) I believe you should qualify for regular loot drops, yes.
