Why do harpies drop Cracked Beaks?

So I saw that thread about the Human mobs in Hillsbrad not having a 100% drop rate of their skulls. It got me to thinking about something I thought of when leveling my new Tauren alt. Often the harpies in Mulgore would drop Cracked Beaks...

Harpies don't have beaks...so why do they drop them?
