LORECRAFT: Arthas and his goals

So it's pretty obvious Arthas wants to dominate the world, but the question is, does he care if the various nations submit to him and if they do would he make them into the Scourge or leave them be? Obviously if nations resist him he will just try and crush them and raise them from the dead, but suppose a nation surrenders and allies with him, I'd bet he'd be willing to leave them more or less as is.

In theory the Vyrkal are allied with Arthas and they appear to still be human. And Arthas himself is somewhat, partial, maybe human (hidden somewhere inside him). He strikes me more as just wanting power and doing whatever it takes to get it, but more than willing to accept submission if given to him.

Chris Metzen mentioned that we don't know if Arthas is quite mad or if he has a plan. It seems he's getting a certain kind of joy out of making people do things they don't necessarily want to be doing and twisting their good intentions much like what happened to him. We'll get to see much deeper into his psyche when we do the quests in Northrend however and not much more has been revealed about what sorts of things you may be asked to do while questing.

Malygos went "bonkers" as you put it, after his battle with Deathwing. He's regaining that sanity (so we're told) and is looking to minimize the use of magic by mortals as he believes is necessary. More about it is being revealed in a future manga by Richard Knaak (according to the lore panel with Chris Metzen.)

True evil for the intent of being evil is often rare. Insanity however can often lead down the path of either good intentions gone bad or altered reality taking over the true intent of a character.
