Can you give me an example of one of the items this NPC sold, Rivalry? It's possible that its location has been changed since then. :)

Aha, upon further inspection of the matter, I've discovered that the fact the level 70 PvP vendors aren't spawning properly is currently being investigated by our Development Team in hopes of addressing it in a timely manner. Sorry for the confusion, and thanks for your patience. :)

There are not currently any updates as to when this issue shall be resolved, but we'll keep you apprised of any information we receive. :)
