If I change my Panda to a Human do I lose the turtle mount?

Barring restrictions like profession, faction, class, or PvP rewards all mounts are account-wide.

So, the Pandaren Dragon Turtle mounts are account-wide and will be usable by any Alliance characters on the account.

We have a FAQ for Account-wide Pets, Mounts, and Achievements explains it in greater detail.

Just a quick note -
Challenge mode mounts aren't account-wide either.
