Paid Character Transfer Cooldown Reset

In order to accommodate the realm preference for all players in preparation for the Burning Crusade experience, we've reset the cooldown for all characters that have used the Paid Character Transfer service within the last 90 days, with the exception of the following six realms -- which will receive a reset next Tuesday.
