Tactical Mastery was moved out of arms to limit the strength of the tree and to press a choice for the arms/fury cookie cutter. In it's current position, it encourages different talent choices when you consider the increased number of talent points with the level cap rising.

Half of the talent is trainable now, anyways. Is that not a good compromise?
