Does blizzard ban for ventrilo spam?

One of my buddies is spamming a guild's vent server, and they're all threatening to "file a complaint against his account"

I don't see how this is bannable, but they assure me it is (when I ask them, lmao) so I'm just curious what blizzard's policies on this are?
