I understand your frustration, Linolith, especially if you are new to the game but starting out a post with attacks is not the best way to go. Many take umbrage at people who do that and you end up getting scolded by the posters who frequent the forums instead of receiving the assistance you may require.
Unfortunately since the Game Masters who addressed your petition were unable to speak with you while you were online and your petition did not include enough information to figure out your issue the e-mails you received did not help much.
In the future the name of the NPC you believe is messed up would be helpful, although our Game Masters are unable to provide game hints of any kind they may have at least been able to tell you that you were seeking the quest from the wrong NPC and you may want to talk to other players as to where you should go.
I believe it was already mentioned but you'll want to visit Lieutenant Dawnrunner. There is actually quest from Oninath which tells you to visit Dawnrunner, apparently you missed it. :(
