Is dispelling World Buffs now bannable?

After this has come to light, is dispelling world buffs now a bannable offense?

For reference:

A priest on Bigglesworth was banned for 6 months on 4 accounts all from the same IP for dispelling a streamer (griefing).

The streamer was streaming, complaining about getting dispelled - saying that he was specifically targeted. A GM in his chat asked for the info and banned the priest about 5 minutes later.

Is this something that is bannable?

Edit: It appears the streamer ASKED the GM for the ban, then gifted the GM a sub for it.

Edit3: The Priest has now been unbanned.

Early this morning, we opened an internal investigation into the matter. While investigating, we overturned the suspension and reached out to the suspended player.
