We're in the process of finalizing some of the changes that are going in to the free character transfer/move service and we're hoping to have the service available soon. We're still unable to provide an estimate for their return but we're working hard to make it available as soon as possible. We very much appreciate everyone's continued patience and apologize for any inconvenience the delay has caused.
Update- 12/14/06
We are continuing to work on making the Free Character Transfer system available. We currently have no estimate but we're planning for them to be available by early next week. We'll provide further information as it becomes available.

We will be disabling all free character transfers currently open in order to implement an updated transfer system. All free transfers currently open (listed below) will be stopped when realm maintenance begins on Tuesday, December 5. We are currently anticipating the free transfers to become available again in approximately one week, and at that time all current transfers will then be reopened and be given an additional week of transfer time. We will provide more information when the free character transfers are close to being reopened.

Please be aware that during free character transfers we may stop a transfer prematurely if the amount of players that have transferred meets the requirements we’re seeking for population dispersion. We highly recommend that if you are planning to transfer that you do so at your earliest convenience.
