What happened to "if there's a pvp solution"?

Crucia, I believe the misunderstanding comes from the way in which this incident played out. If you were to repeatedly kill the Flight Master while engaging in World PvP, it is highly unlikely that the Game Master department would intervene.

In this case, however, it seems more apparent to most (keep in mind not everyone on the realm was likely aware that the NPC was being held for ransom) that the NPC was simply missing and not respawning. If an NPC is kited far beyond they're typical evade point, the Game Master department may intervene to ensure the NPC is not lost somewhere in the world. Kiting NPCs in this manner is not necessarily considered a viable PvP mechanic. Such situations would still be analyzed on a case-by-case basis to determine the most appropriate action. In this case, it was determined that the NPC needed to be despawned.

Edit: With all of this being said, I do admire the ingenuity of the Goon Squad. That was definitely a clever way to heat things up between the two factions. : )
