Leveling Nerf True?

I had heard from a friend today after the servers came back up that the new 2.4 patch is going to nerf the leveling rate placed by the 2.3 patch. The changes he stated that would be made was exp gained from quests would be reduced but the amount of exp to reach the next level would remain the same. I can't seem to find any post or site to state that this is true. Is this rumor, fact or did i just simply miss something somewhere?
The leveling rate hasn't been changed in patch 2.4.0.
