Pre-Patch link?

I know a lot of people who live at colleges, such as myself, that are behind firewalls always have to download patches from other sites such as filefront because we simply cannot use the blizzard downloader. So, seeing as this is not a true patch, as you put it, but a "pre patch," do we have to download this pre patch now? And if we do, can it be uploaded elsewhere for those of us behind unconrollable firewalls to download it.
