Wand Won't Work

I have a level 40 Mage who uses wands and a level 28 Priest who currently does not. I don't seem to be able to equip it. My Mage has been using a wand since about level 20, no problems. I've done everything the same; it's in it's slot, in order to fire wands weapons, it's dragged down to my icon bar for quick access, i can even whip it out when I press 'z'. But it won't work. It won't even fire and miss. I've been trying to solve this problem for nearly a month now.

Can any one help with less obvious than the in-game suggestions of "is it equipped" that I'm getting?
