Why is Skull of Gul'Dan NOT Legendary?

Did Blizzard didn't want to have a legendary off-hand, or not have 2 legendaries drop from 1 mob?

Because color indicates how strong the item is for it's iLvl above all else. The Skull of Gul'dan has been mostly consumed by Illidan, so it's not as strong as it once was and, hence, is epic quality rather than the legendary strength it would likely have if not drained of most its power.


This would fit with the lore.
