Transfer Characters between accounts

If I have two accounts, both paid for by me by same exact credit card, same name, same address, everything. Is it possible for me to transfer character(s) to that other account?

Just be sure to check the "Click here to move this character to a different account" on the confirmation portion of the Select Characters step, Jihadi. It's quite little and can be overlooked. :)

I am sorry you are having this difficulty Pyro. You may want to give billing a ring to see if they can shed some light on this for you, it should be possible if the owners are the same.
