Does anyone else find it ridiculous that you need exactly 10 or exactly 25 people to raid? Unless you are overgeared for the raid, in which case you shouldn't be going anyway.
But if your progression level is right, you cant do it with less than X players, and any more than X players have to sit out. Am I the only one that thinks this is completely stupid? Shouldn't games be designed so that everyone can play?

While this seems like a simple fix in words, it is much more complicated than just "making it so everybody can play" or "scaling it". We design dungeon for a certain number of people, but we also have to keep all of the classes in mind. Encounters can be setup for multiple tanks or intense DPS situations so trying to scale the encounters without changing the players' abilities would likely make some part much easier.
