Voting to disenchant with the high rolling vote getting the mats would be the cats meow in instances.

I've run into this on occasion, though not very often. The Large Prismatic Shards tend to be quite valuable so people are willing to be organized to get their hands on them. If people don't listen and it results in rolling Need on everything, I consider it a lesson learned.

I haven't run into this at all and I hope I never do. Usually the shards are just piled up and traded to everybody at the end of the instance.
