Copy character to PTR Success but not working

When i try to copy a character or make a premade, it says transfer success but the number of copies remaining stays the same, and no characters are being transfered/copied.

been over 24 hours, thought i should wait for the average wait time. but still nothing.

any1 with that same issue?
