Gnomeregan Transporter

After my guild decided to have a little fun in Ironforge I realized I had never done the quest to transport from Booty Bay to Gnomeregan. Seeing as how this could be useful in future endeavors, I decided to try to do the quest today.

I spoke with Nogg in Orgrimmar who gave me the quest "Rig Wars." After receiving this quest a goblin in the room Sovik whispered me to speak to him. So I spoke to him...and his only option was to buy and trade. So I look on Wowhead and it shows he should have a quest name Chief Engineer Scooty at this point. Yet, he has no quest.

So, not wanting to bother the already busy Game Master staff I look into the issue myself and discover that others have had this issue. Apparently it is because I completed the quest "STOLEN: Smithing Tuyere and Lookout Spyglass" without ever doing Rig Wars. It looks like it is just one of those weird bugs. However, the same person who provided this information said a character specialist would be able to give me the Transponder so I could use the teleporter.

Knowing there is nothing further I could do, I open a ticket with a Game Master. I tell Game Master Viddaleo of my plight and explain to the best of my ability what is wrong. However, he keeps telling me that I need to complete a prerequisite and he can't tell me what it is. He asked if I had the transponder and I said "No, I cannot receive the quest to get this item." He still told me I need to do a prerequisite, but as far as I can tell I don't. He then just rushed to close my ticket and seemed very unwilling to help me solve this issue...which was very annoying as I will need to wait again to speak to a Game Master if this is indeed a bug.

So, is there a prerequisite or is this a bugged quest? If this is indeed a bug, how would I ask to speak to a specialist even if the Game Master insists that it is not a bug?
