The whole set should require rating. The difference between merciless and vengeful is so minute. Why bother even putting a rating requirement if its only on 2 of the 7 pieces?

When you see somebody with the gear you'll know how far they went to collect the piece and that stature can mean a lot. It's always possible that the rating requirements will change in the future, but we'll have to wait and see for now.

Yeah you have to win a majority of your games to get the shoulders & weapons, you can lose all your games and look like you've raided Hyjal & BT for a few months with 5/7!
While they may look similar in their armor with the colors just being different, there are also the extra items like weapons, trinkets, and rings that drop from the raid instances and people will instantly recognize where you have spent your time versus someone in complete PvP gear.
