Using the definition of lottery under Californian Gambling Law

A lottery is any scheme for the disposal or distribution of property by chance, among persons who have paid or promised to pay any valuable consideration for the chance of obtaining such property or a portion of it, or for any share or any interest in such property, upon any agreement, understanding, or expectation that it is to be distributed or disposed of by lot or chance, whether called a lottery, raffle, or gift enterprise, or by whatever name the same may be known.


What is Blizzards stance on people holding ingame lotteries considering that under Californian Law Lotteries are Illegal?

Every person who contrives, prepares, sets up, proposes, or draws any lottery, is guilty of a misdemeanor.


Also should point out that should the transactions between players be shown to have an sort of value then players would be guilty under Californian Gambling Law of the above. Lastly other states and countries have simular rules which either prohibit or place strict regulations on gambling of which I highly doubt any wow players have followed in order to run any sort of gambling in their state or country.

The reason casinos were disallowed by game policy was because of two basic reasons. Spamming and scamming.

The chat channels became so filled with players advertising casinos that they became unusable.

The unclear and varying rules from casino to casino created a great deal of argument over fairness and as a result there were a great number of petitions to the GM staff about scams taking place.

As a result, public wagers or games involving gold will draw the attention of the GM staff.
