So if you dont have BC you cant do BG dailys?

I was under the impression that anyone over level 10 can participate in the daily BG quests.

I don't see the quest ! above the Horde Warbringer in Undercity but my brother on an account with BC can.

Daily Quests were a new feature originally added to only content in Outland so it's likely you need The Burning Crusade to access them even as they grow into more places.
