Guild leader transfer

Ok so I remember the option GM's have to transfer guild leadership to an officer if the leader has been gone for 1 month/30+ days. For clarification I would like to know.....

(1) Is it written as 1 month or 30 days?
(2) Is the time limit based on the guild leaders account or the toon that is the guild leader?
(3) Does the GM need to get direct confirmation from all the guild officers?

Our guild leader has been MIA for over a month now. He and one of our Warriors are dorm mates at grad school and neither of them told us that they were going to be gone. We have no means to contact them outside the game.
As of right now us officers have all the permissions we need to run the guild but I'm concerned with a few scenarios.

(A) Something occurs that requires a GM to make contact with the guild leader. Example would be Guild name is found to be against the policy and a new name would need to be selected.

(B) The guild bank coming up in the patch. I do not know what the default settings for it will be. If the guild leader is needed to change settings and we can't get the leadership passed on to an officer then will a GM be able to change settings for us?

This is the guild Merdrah is in.

In order to transfer leadership the guild leader must be inactive for 30+ days, after that time a petition can be submitted by an Officer (highest ranking officer is preferred) and leadership may be able to be transferred to them. We do not need confirmation of all officers.

I don't have the particulars of how this will be handled as it has not been released yet but I doubt we would adjust the settings, someone would need to be promoted to guild leader.
