Did Stormguard in Arathi Highland and Jin'Thalor in Hinterlands lose their eliteness with this patch?

Stromgarde and many other areas had their "elite" tag removed in patch 2.3. This opens up more quests for players to complete when leveling up characters and should provide for a smoother leveling experience.
