Why would Blizzard choose to provide pre 1.21.1 rank 11 achievers with a 900g skill, but those who achieve rank 11 afterwards (this very week for myself) will receive an epic mount, but will still owe the 900g for the skill.
I see this as a problem because of two things:
1. The PTR doesn't actually test players in transition. This scenario didn't seem to be testable. It only tests players that are already or are not yet Rank 11.
2. It devalues achieving Rank 11 after 1.12.1
My recommended solution is to put a trainer in the officer's hall that will train Rank 11 players with the 150 skill for 10% cost (90g instead of 900g). That would result in the mounts costing 180g (90g for the skill, 90g for the mount) which would be double the cost paid by those pre 1.12.1 but definitely more of a reward than the current proposed solution.
